カタ。
組織設計の意図を、日々の行動に変えるための、型のある繰り返しの改善ルーチンです。
「カタ」という言葉
一度きりの変革ではなく、練習される一連の型
カタ(型)という言葉は武道に由来し、繰り返し練習することで技と判断力を身につける一連の動きを指します。マネジメントの世界では、トヨタを通じて広まりました。規律ある改善のために、研究され、繰り返せるパターンです。
10X Orgの原則が方向を示し、カタがその方向を実行に移せるようにします。カタはMADEメソッドのElevateのステップで使います。マップ化、アセスメント、設計で得た気づきを、具体的な変化に変える段階です。
どのカタも、チームの境界、意思決定の権限、インターフェース、ポリシー、ガバナンスといった具体的な制約をねらいます。そして、マンデートを広げたり摩擦を減らしたりすることで、システムが目指す引き上げた状態に近づくかどうかを試します。
エレベーティング・カタは、手法ありきではなく、課題ありきです。

引き上げとは、Org Topologies マップの右上へ、意図して進むことです。スキルも仕事のマンデートも広げ、アウトプットを届けることから、アウトカムを届けることへ移ります。
順番ではなく、メニュー
カタは、上から順に適用するものではありません。意図して選ぶ動きのメニューです。どこから始めるかは、組織の制約がマップのどこにあるかで決まります。
小さく始めて、広げる
多くの組織は、いちばん差し迫った設計上の課題に合うカタをいくつか選んで始めます。学びが積み重なるにつれて、使うカタを増やしたり入れ替えたりしていきます。
ソフトウェアだけのものではない
サービス組織では、「プロダクト」はサービス提供、カスタマージャーニー、案件の種類、業務ケイパビリティに置き換わります。バックログはサービスの待ち行列に、レビューはサービスの検査になります。
カタをシステム全体で効かせる
カタがシステム全体を動かす5つの理由
リーダーに必要なのは、新しい変革プログラムではありません。カタをいくつか選び、忠実に実践することです。ルーチンが習慣になるにつれて、アジリティとレジリエンスが育ち、文化は仕事のあとについてきます。
- システム全体
- カタは、要素を一つだけ切り離して直すことはありません。スターモデルが求めるとおり、ガバナンス、役割、イベント、プラクティス、成果物にまとめて手を入れます。
- 戦略
- 複数チームでのプロダクトバックログ・リファインメントや、バーティカルスライシングといったルーチンが、戦略目標を日々の仕事に落とし込みます。構造とプロセスは、戦略に従うようになります。
- 人と役割
- Elevate Product Ownership のようなカタは、役割をこれまでの定義の外へ広げます。繰り返し実践することで、新しい設計に必要なスキルが育ちます。
- 行動と文化
- 文化づくりのプログラムは、抽象的な価値観のせいで失敗します。カタは仕事の進め方そのものを変え、望ましい行動(協働、顧客志向、学び)も一緒についてきます。
- 報酬
- カタは繰り返されるので、自らフィードバックのループを閉じます。サイクルタイムが短くなり、プロダクトの適合が良くなり、チームの意欲が高まる。そうした手応えが、新しい習慣に報いるのです。
スターモデル上のカタ
Katalog(カタログ)
Katalogは、ジェイ・ガルブレイスのスターモデル™が示す組織設計の5つの要素で、カタを整理したものです。1つの要素を変えれば、ほかの要素も変えざるをえません。各カタには、その説明と、それを適用した事例へのリンクがあります。

ジェイ・ガルブレイスのスターモデル™が教えるのは、組織とは組織図でも、ポリシーの寄せ集めでもなく、相互に結びついた設計上の選択のシステムだということです。その選択は意図して行い、足並みをそろえておかなければなりません。
星を成す要素は5つです。戦略から導かれる組織設計基準、そして構造、プロセス、報酬、人材。これらがそろい、互いに支え合っているとき、成果は偶然に左右されず、安定して出るようになります。
一つだけ変えても、ほかの要素が引き戻します。採用も報酬も構造も元のままで、プロセスの上乗せとしてスクラムを入れた会社は、お決まりの結末を迎えます。「アジャイルは死んだ」です。カタは5つの要素すべてに働きかけるので、変化がシステム全体に及びます。

組織設計の基準: 組織が実現するよう設計される成果です。戦略から導かれ、あらゆる設計判断の物差しになります。
